Regarding the Abolition of National Standard CNS 12643
CNS 12643 "Test method for impact absorption performance of playground surfacing materials" was abolished on March 22, 110, and replaced by CNS 12643-1 "Test method for impact attenuation performance of surfacing materials within the use zone of playground equipment - Part 1: Laboratory test" and CNS 12643-2 "Test method for impact attenuation performance of surfacing materials within the use zone of playground equipment - Part 2: Field test method."

Resolution on the proposal for a grace period for adopting the revised national standard CNS 12643 after its announcement:
I. CNS 12643-1 "Test Method for Impact Attenuation Performance of Playground Surfacing Materials Used Within the Use Zone of Playground Equipment - Part 1: Laboratory Test Method" and CNS 12643-2 "Test Method for Impact Attenuation Performance of Playground Surfacing Materials Used Within the Use Zone of Playground Equipment - Part 2: Field Test Method" will have a grace period of 3 years from March 22, 2021, until March 21, 2024, with both new and old versions running concurrently.
Two, in terms of applicable objects:
(1) Amusement rides or facilities that have been contracted or completed before the announcement of new standards and the grace period may be subject to laboratory and field inspections in accordance with the old version of the standards (CNS 12643: 2008 edition).
(II) After the new standard is announced and the grace period ends, playgrounds planned and installed shall procure surfacing that has passed testing according to CNS 12643-1 and CNS 12643-2.
(C) Repairs, installations, or removals of playgrounds that were contracted or completed before the announcement of the new standards and the grace period shall be inspected on-site according to CNS 12643-2 upon re-inspection after 3 years.
Explanation of the Applicable Version for National Standards of Regular Inspections of Children's Playgrounds
The application of the new and old versions of CNS 12642 "Public Playground Equipment" standards will be implemented in two phases as follows:
(1) First Phase: April 15, 2022 to April 14, 2025.
The installer of a children's playground (hereinafter referred to as "the playground") may choose either the new or old version of the standard for the installation, repair, and replacement of related facilities, provided that the principle of consistency is observed. This means that if the new standard is adopted, all facilities within the playground must comply with the new standard and undergo inspection according to the new standard. The same applies if the old standard is adopted.
(II) Second Phase: After April 15, 2025.
1. New playgrounds must comply with the new standards and be inspected according to the new standards.
2. For those who have been set up according to the old version of the standard, the regular inspections required by Article 10 of the Management Regulations may continue to use the old version of the standard. However, if any facility (play equipment) within the playground needs to be changed or added, all other facilities (play equipment) must be inspected according to the new version of the standard. Those that do not pass the inspection should be improved according to the new version of the standard to comply with the aforementioned consistency principle. Please carry out the inspection phase according to the resolution.
What national standards apply to sandpits?
According to CNS 12642 Section 9.2.1: There are no regulations for individual use areas for ground sand pits.
1. If the site only has a sandpit as a facility, and it is confirmed that there is no risk of climbing or falling, it is recommended that the CNS 12643-2 impact test may not need to be performed, but the thickness of the sand layer and the material of the underlying base layer need to be confirmed.
2. If the sandpit has not undergone pavement impact testing, refer to the sample children's playground inspection report type 2, forwarded by TAF and announced on the Social Welfare Department website, for guidance.
3. During on-site inspections, confirm whether the hard cement and guardrails surrounding the sandpit area present possibilities for climbing, falling, or impact, as well as overhead obstructions, the potential for entrapment by surrounding structures, and the like.
